I think that would be a creative choice. Go for it if that's what visual of a witch is. In games like Everquest and the like, the dark elves for example are dark blue. So there's no reason why you couldn't do the same for a witch.
Green is traditional (and it is believed that the reason green is the popular witchy color is because the bruises that women and girls received from the violence during various witchhunts throughout history caused her to look like she was really green. The wart on the nose and the hunched back were really supposed to be broken/fractured bones, etc.) but there's no law written anywhere that says a witch can't be a different color of your choosing.Would blue be a good make-up color to cover the entire face with if I wanted to be a witch for Halloween?

You should do green like the wicked witch off of the wizard of oz. She is pretty popular lately especially with Wicked on Broadway. You could watch the movie or you could pick up the book Wicked and read how she is described in the book. Good Luck!

Witch? Na. More like a Druid Pict. The popular conception of a witch is basic black, broom, point hat and nose.
How about blending together blue, green, and a little black onto the face? It will give your face a little more depth and help give some shadowing. If you want to use all blue, use different shades..

I guess it would depend on what kind of blue. If it's on the light side then go for it! It may even show up better at night and make your face even more scarry!
