I think what you're refering to are oil blotters.Those sheets of papers or films claims to instantly mattify skin by absorbing excess oil from the surface of the skin. Simply press a sheet on the face and the skin will be shine-free and some won't remove or alter makeup, or leave a powdery residue behind.
